แมคอินไทร์ได้ช้ีให้เห็นว่า แนวคิดของการบริหารรัฐกิจในโลกยุค
สมัยใหม่ได้ก่อให้เกิดระบบทางศีลธรรมข้ึนมาสองระบบซึ่งมีลักษณะตรง
ข้ามกัน คือ (1) การสร้างระเบียบกฎเกณฑ์เกี่ยวกับบทบาทและความ
รับผิดชอบเฉพาะขึ้นมาในหน่วยงาน เช่น การกาหนดบทบาทและความ
รับผิดชอบของผู้จัดการในองค์การภาครัฐ เป็นต้น และ (2) ระเบียบทาง
สังคมท่ีมกี ารพัฒนาข้นึ มาในสภาพแวดล้อมที่มีองค์การหรือหน่วยงานน้ันๆ
ต้ังอยู่ ยกตัวอย่างเช่น ระเบียบทางสังคมบางอย่างที่พัฒนาขึ้นมาใน
ชีวิตประจาวันของครอบครัว หรือระเบียบทางสังคมบางอย่างที่พัฒนาข้ึน
มาจากสถานที่ทางาน จากโรงเรียนหรือจากชุมชนท้องถ่ิน เป็นต้น ซึ่ง
ระบบทางศลี ธรรมทแ่ี ตกตา่ งดงั กล่าวจะนาไปสู่ปัญหาท่ีแมคอินไทร์เรียกว่า

roles and responsibilities… and by contrast that developed within
those milieus in which that assignment has been put to question… This
leads to compartmentalisation in which each distinct sphere of social
activity comes to have its own role structure governed by its own
specific norms in relative independence of other such spheres… The
manager is, on this view, caught by inhabiting at least two moral
systems in one of which… he or she cannot engage in debate about
ends and, because there are no morally neutral facts and no law-like
generalizations on which to draw, must use manipulative forms of
social relations in order to achieve the given ends by the most
