แมคอนิ ไทร์ไดช้ ใ้ี หเ้ หน็ วา่ ความเชื่อท่ีสาคัญอีกประการหน่ึงในการ
บริหารรัฐกิจยุคสมัยใหม่ก็คือความเชื่อเกี่ยวกับ “ความเป็นผู้เชี่ยวชาญ”
(expert) สถานภาพและผลประโยชน์ของผู้เชี่ยวชาญต้ังอยู่บนพ้ืนฐานของ
ความเชื่อท่ีว่าบุคคลดังกล่าวมีความสามารถในการทานายได้อย่างแม่นยา
ภายใต้กฎเกณฑ์ของเหตุและผลแบบที่ใช้ในทางวิทยาศาสตร์ แต่เมื่อมีการ
ค้นพบว่าแท้จริงแล้วไม่มีแหล่งของความรู้ท่ีเรียกว่า “หลักการท่ัวไปท่ีถือ
เป็นกฎสากล” ทาให้ความเชื่อในเร่ืองอานาจในการทานายของผู้เช่ียวชาญ
